Calls for accountability, a lack of agreement among scholars as to the exact definition of "civil society" and growing attention to civil actors as alternatives to governments, made the time ripe for self-analysis. The CIVICUS Civil Society Index (CSI) project is the result of rigorous self-examination by civil society actors around the world. How is something as vast and contested as civil society, measured?
