From 1984 through 1995, Dr Michael Bullis worked in the Teaching Research Division of what was then Western Oregon State College, USA and is now Western Oregon University. During this time he collaborated with Dr. H. D. Fredericks on model demonstration and research projects for adolescents with emotional and behavioral disorders, as well as other high-risk behaviors. In 1995, Dr. Bullis took a position at the University of Oregon, where he currently is a professor in the College of Education, Area of Special Education, and is continuing work with high-risk adolescents.

Dr. H. D. "Bud" Fredericks worked in the Teaching Research Division of Western Oregon State College, now Western Oregon University, USA from 1968 until his retirement in 1995. He is a nationally recognized expert in service provision for children and adolescents with extreme behavioral challenges. Since his retirement he has maintained active involvement in Work Unlimited, a supported work agency he established, and he is the chairperson of Benton County, Oregon's, Commission on Children and Families. In 2001, the College of Education at the University of Oregon selected Dr. Fredericks as its Outstanding Alumnus.
